Which Virtual Dollar Cards Actually Clear OpenAI, Stripe & Starlink in 2026 (Tested)
Quick answer: most cheap prepaid and crypto-funded virtual cards get declined by OpenAI, Stripe, and Starlink — not because of your country, but because these merchants are widely reported to reject prepaid card BINs, especially on renewals. Several non-prepaid cards do clear reliably: in independent user reports, Wise, Halocard, Geegpay and Revolut all work on OpenAI. The ones to be careful with are the cheap prepaid cards — Chipper, SadaPay and NayaPay are reported to fail or drop at renewal, and RedotPay is reported declined on OpenAI. Which one is right for you depends on where you live and how you fund it — the honest details are below.
Every claim here is graded by evidence — ✅ tested/independently reported working · 🟡 provider claim, not independently verified · ⚠️ reported to fail or fragile · ⚪ unknown. Where we haven’t tested or found evidence, we say so instead of guessing. Last verified: June 2026; we re-check monthly.

Grouped by what the evidence shows, not by who’s paying us.
Cards that clear (evidence-based)
| Card | OpenAI API | ChatGPT Plus | Starlink | Card / BIN type | Funding · cost to open | Evidence basis |
|---|---|---|---|---|---|---|
| Wise | ✅ | ✅ | ⚪ | Non-prepaid bank debit | Bank transfer · per Wise | ✅ independent report — but not available to open in many emerging markets |
| Halocard | ✅ | 🟡 | ⚪ | Secured Visa credit, US BIN | USD load · per Halocard | ✅ on OpenAI community working-list; globally available |

| Revolut | ✅ (with caveats) | 🟡 | ⚪ | Debit (varies by region/tier) | Bank · per Revolut | ✅ community list; some EU 3DS declines also reported |
Cards reported to fail or drop at renewal
| Card | OpenAI | Starlink | Card / BIN type | Note | Evidence |
|---|---|---|---|---|---|
| RedotPay (Visa) | ⚠️ reported declined | ⚪ | Prepaid crypto | Also reported failing on Spotify, Wise | ⚠️ provider community + a first-hand test |
| Chipper Cash | ⚠️ API declined | ⚪ | Prepaid | Help page calls it “prepaid” | ⚠️ user report |
| SadaPay | ⚠️ ~70% first charge; ~25% fail the 90-day re-check | ⚪ | Prepaid Mastercard | First payment often works, then drops | ⚠️ public reports |
| NayaPay | ⚠️ ~60% first charge | ⚪ | Prepaid Visa | Lower success than SadaPay | ⚠️ public reports |

Vendor-claim-only (we couldn’t independently verify)
| Card | OpenAI | Note |
|---|---|---|
| Cardtonic | 🟡 vendor lists OpenAI/Claude | Good reviews, but BIN type undisclosed and no independent OpenAI report |
Many other low-cost virtual cards (Grey, Payora, Figo, EverTry, TransferXO, Klasha, Vitalswap, Bitnob) market themselves as working, but every “works on OpenAI” claim we found traced back to the provider’s own blog, with no disclosed BIN and no independent confirmation — so we don’t list them as working. We grade marketing as 🟡, not ✅.
Why these cards get declined (the real reason — it’s the BIN, not you)
Most “my card was declined on OpenAI/Starlink” advice blames your bank or your country. The decisive factor is usually narrower:
- Prepaid BINs get rejected at the processor. OpenAI bills through Stripe, which reads the card’s BIN (first 6–8 digits) to identify the card type; merchants like this are widely reported to reject prepaid cards on recurring billing (see OpenAI’s card-declined help and Stripe on unsupported card types). Most cheap “virtual dollar cards” and crypto cards run on prepaid BINs, so they fail this check no matter how much balance you load. A card on a real bank debit/credit BIN passes it.
- A vendor’s word “prepaid” or “debit” is not reliable. The actual classification is in the BIN, not the marketing. Some cards labeled “prepaid” clear anyway (Geegpay), and some marketed as “debit” are BIN-classified prepaid (Payoneer). Only a BIN lookup or a real charge settles it — which is why we grade by tested behavior, not labels.
- “Works for ChatGPT Plus” ≠ “works for the OpenAI API.” The API top-up path is stricter; at least one card (Eversend) clears the Plus subscription but fails API credits. If you need API access, test that specifically.
- Renewal is a separate hurdle. A card that clears the first charge can still fail later — OpenAI re-screens roughly every 90 days, and ~1 in 4 SadaPay cards reportedly drop at that point. Prepaid cards and exact-balance cards are most exposed.
- No 3D-Secure, or billing-country mismatch → silent declines.
One honest caveat we won’t pretend to solve: there is a separate failure mode where your IP / location trips a merchant’s regional risk rules. No card “fixes” that — it depends on your own setup, and it’s a different problem from the prepaid-BIN issue this page is about. We flag it so you set the right expectation; we don’t publish workarounds for it.
By merchant: what the evidence shows
OpenAI (API credits + ChatGPT Plus). The prepaid-BIN rejection bites hardest here, and it’s where we have the most evidence. Independently reported to clear: Wise, Halocard, Geegpay, Revolut. Reported to fail: RedotPay, Chipper (API), and the cheap prepaid cards on re-check. Note the Plus-vs-API split above.
Other Stripe-billed services (Cursor, Anthropic, many SaaS). OpenAI is a Stripe merchant, so the same prepaid-vs-bank-BIN split generally carries over — though we’d still test the specific service.
Starlink. A recurring monthly bill that punishes prepaid cards and empty balances at renewal — the cleanest test of “does this survive auto-renewal.” We found no trustworthy card-specific Starlink evidence for any provider in this comparison, which is why the Starlink column above stays blank instead of guessed. For the full Starlink breakdown by country, see our Starlink payment guides.
By card: the honest one-liners
- Wise — ✅ The most reliable in independent reports (a genuine bank debit; one user reports no OpenAI failure in 14 months). The catch is availability: Wise doesn’t issue cards to residents of many African markets or Pakistan, and is receive-only/closed in several. If you can open one, it’s excellent.
- Halocard — ✅ A secured Visa credit card on a US BIN, built specifically for Stripe sites that reject prepaid; appears on the OpenAI community working-list and is open globally. A genuine alternative to consider.
- Geegpay / Raenest — ✅ The best-evidenced of the local virtual cards: a user reported it cleared the OpenAI API, despite Geegpay labeling its cards “prepaid.” That “prepaid” label is the catch — treat its reliability on renewals as unproven.
- Revolut — ✅ Works as an EU debit in community reports, with caveats (some declines, EU 3DS/PSD2 hiccups). Strong if you already have one.
- RedotPay — ⚠️ A prepaid crypto Visa; reported declined on OpenAI (and Spotify, Wise) in its own user community. Other virtual-card products issued on RedotPay’s rails inherit the same problem.
- Chipper Cash — ⚠️ Prepaid (per its own help page); a user reported it failed the OpenAI API.
- SadaPay / NayaPay — ⚠️ Prepaid; reported ~70% / ~60% first-charge success, and SadaPay reportedly drops ~25% of cards at OpenAI’s 90-day re-check. Fine for some, fragile for recurring.
- Eversend — ⚠️ The split case: reported to clear ChatGPT Plus but fail the OpenAI API.
- Cardtonic — 🟡 A popular card with good reviews; vendor lists OpenAI support, but we couldn’t confirm its BIN type or find an independent OpenAI report. Verify before relying on it for renewals.
Our pick — and when to choose something else
There’s no single “best card” here; there’s a best card for your situation, and the honest split is mostly about how you fund it and where you live:
- If you can open a Wise account and you mainly need OpenAI/SaaS — Wise is the most-proven, and we’ll say so. Use it.
- If you want a US-BIN card without crypto — Halocard is a credible, globally-available option built for exactly this.
Update (July 2026): This section used to include a third pick for people who fund with stablecoins or live where Wise won’t open an account: a USDT-funded Mastercard on a US bank BIN. That card’s upstream issuer has suspended app-billing and Starlink payments for newly issued cards, so we’ve pulled the recommendation until this changes — a card new readers can’t actually use on these merchants doesn’t belong in this list. The comparison of the remaining cards above still stands; for the stablecoin-funding case we currently have no card we can honestly recommend.
A note on going cheap: the lowest-cost cards here are mostly the prepaid ones in the table above — which is the same class that gets declined or drops at renewal. A few clear in user reports, but on this page price tends to track the fragility we’re warning about, so we don’t suggest choosing on cost alone.
And the honest disqualifier: if a card you can already get clears the merchant you care about, you don’t need anything from this page. If your local debit card already clears your ChatGPT Plus, use it — we’d rather tell you that than sell you a card you don’t need.
How we graded this (and what we haven’t)
A comparison is only worth trusting if it’s honest about its evidence:
- Independent user reports (✅): Wise, Halocard, Geegpay, Revolut on OpenAI; and the failures — Chipper, Eversend, SadaPay/NayaPay, RedotPay — from dated community threads.
- Vendor claim only (🟡): Cardtonic and the other naira-loaded cards whose only “works” source is their own marketing. We don’t upgrade marketing to ✅.
- Unknown (⚪): anything without trustworthy evidence — including Starlink behavior for every card in the table, since we found no card-specific Starlink reports. We’d rather show a blank than invent a result.
Card-clearance changes (issuers re-issue BINs; merchants update rules; the “prepaid ban” is a widely-reported pattern, not a quotable OpenAI policy line). This page is dated and re-checked monthly. Tested a card yourself? Tell us — we’ll add it.
FAQ
Which virtual dollar card actually works for OpenAI? In independent reports: Wise (if you can open one), Halocard, Geegpay, and Revolut clear it. The cheap prepaid cards (Chipper, SadaPay/NayaPay on renewal, RedotPay) are the ones reported to fail.
Does RedotPay work for OpenAI / ChatGPT? Reported no — RedotPay is a prepaid crypto card, and its own user community reports declines on OpenAI. Use a non-prepaid bank-BIN card instead.
Why is my card declined on OpenAI even though it has money? Usually because it’s a prepaid card (rejected at the BIN level), can’t complete 3D-Secure, or its billing country doesn’t match. A loaded balance doesn’t fix a prepaid-BIN rejection — and a card that worked last month can still fail OpenAI’s ~90-day re-check.
Does “works for ChatGPT Plus” mean it works for the OpenAI API? Not necessarily. The API path is stricter; at least one card (Eversend) clears Plus but fails API. Test the API specifically if that’s what you need.
Does a virtual dollar card work for Starlink? Only if it’s non-prepaid and survives auto-renewal. We found no trustworthy Starlink-specific reports for the cards in this comparison, so we leave that column blank rather than guess. See the table and our Starlink guides.
